Role of BSL-3 and BSL-4 in Public Health Preparedness
The academic research community plays a vital role in supporting public health preparedness by providing biosafety level BSL-3 and BSL-4 facilities, particularly in cities and towns with large populations. These sites are prepared to handle highly transmissible and contagious pathogens, enabling scientists to study infectious diseases and develop remedies such as vaccines and treatments.
In the face of a global health emergency, they can be quickly activated to perform critical testing, conduct diagnostics, and develop medical interventions (Yeh et al., 2021). They serve as collaborative hubs for scientists, healthcare professionals, and government agencies, promoting a coherent response to emerging threats. By providing cutting-edge research and promoting collaboration, BSL-3 and BSL-4 contribute meaningfully to enhancing both ongoing preparedness and the ability to respond, ensuring public health.
Risks Posed by BSL-3 and BSL-4
The location of high-security testing laboratories, such as biosafety level 3 and 4 facilities, in densely populated areas does present an enhanced risk. High-containment laboratories handle dangerous infectious pathogens, several of which can cause severe human disease. Accidental releases of these agents into the surrounding area can occur due to faulty machinery, human error, or routine failures (Yeh et al., 2021).
In densely inhabited areas, the effect of such releases can be greater because more people are at risk of exposure. Additionally, if a disease agent is released from a high-containment laboratory, it can spread to people in a community near the laboratory (Yeh et al., 2021). In urban areas, where many people live in proximity, the spread of infectious diseases can be rapid, leading to disease outbreaks or even pandemics if the disease is highly infectious.
The presence of high-containment facilities in densely populated areas can foster community fear and resentment. Communities might become anxious about the danger of living near such sites, leading to social disorder, riots, or resistance to future research projects (Yeh et al., 2021). Additionally, urban areas with large populations already face challenges in information technology, including healthcare delivery systems, public transportation, and emergency response capacities.
My Position
As a resident of the immediate neighborhood, I would oppose the siting of a BSL-3 or BSL-4 facility. While I completely recognize the importance of such a facility in promoting scientific research and enhancing public health response, the potential risks of locating it in proximity to residential areas outweigh the potential benefits. The primary problem in my mind is related to safety (Yeh et al., 2021). BSL-3 and BSL-4 laboratories handle extremely transmissible and relatively deadly infectious pathogens. Although strict protocols are in effect, there is invariably a risk of a release or a breakdown in storage conditions.
Federal Agencies Regulating the Issue
The Centers for Disease Control and Prevention (CDC) is central to public health emergency preparedness studies by conducting observational studies, advising on disease promotion and control, and leading public health emergency management. It sponsors research initiatives, develops clinical guidelines, and partners with other agencies to increase global health security (Yeh et al., 2021).
The National Institutes of Health (NIH) supports investigations aimed at better defining the biology of transmissible diseases, designing new vaccines and cures, and advancing diagnostic testing. It funds awards and conducts research to address novel health threats and advance public health emergency preparedness (Yeh et al., 2021). The Biomedical Advanced Research and Development Authority (BARDA) focuses on cutting-edge research and the purchase of countermeasures, including vaccines, treatments, and tests, to protect against biological, chemical, and nuclear threats.
